R1 - Champ/EFL2 clubs finished 5th to 20th = 8 ties and 24 byes
R2 - 8 Winners plus 24 byes = 16 ties.

With EFL3 and LgOne gone - we have 32 teams
These will be 8 groups of 4. 16 teams will progress to R2
R2 - Knockout single leg game
QF - Knockout single leg game
SF - 2 legs per CL/DPT/DBC
